That sounds like a good thing, except I don't fully understand how the equation works considering that most criminals have multiple victims and not all criminals are caught. Logically there must be more victims then criminals, and so the odds of being a victim must be greater.
There are a lot of victimless crimes - like drugs offences, DUI that doesn't result in accident etc.
The US imprisons around five times more of its population than most western countries (the median is 125 per 100 000 population, the US figure is 762 per 100k).
